You can watch and create subtitled online videos with dotSUB.com. The site lets you view the work that others have created and has a nice interface to contribute subtitles to movies that don’t have them yet.
The site is free, although requires registration. To add subtitles to downloaded DivX videos there are several sites that let you download from a host of languages.
