					<description><![CDATA[The entire problem in the western world is that the Greenwich Meridian is 30 minutes off - placing an observatory there doesn&#039;t mean they are ground zero for parity in the average midpoint of the day. Hence, when Daylight Savings Time is put into affect every summer, we get jerked around at the severity of the change - which is always touted for Business, not family. 

The best answer is to set it 30 minutes off - that way the change during the year is also spit evenly  - which is the natural progress of our seasons anyway. By doing so we set a better median with less disturbance and which could be more wholly accepted worldwid.]]></description>

His question is very legitimate as the article above mentions there was little beside politics or logics that came into play with which countries decided to adopt as time zones - India thus could very well decide to adopt a different system. China for instance only has one time zone across the whole country when the geo zone spans several time zones. Don&#039;t belittle people for asking questions.]]></description>
